Karen Harper serves as President of Building Engineering and Science Talent (BEST), a non-profit organization recognized for its leadership in promoting access and engagement in science, technology, engineering, and mathematics (STEM). BEST is dedicated to cultivating STEM talent in communities nationwide, establishing itself as a pivotal entity in the STEM education sector.

Under Ms. Harper's stewardship, BEST has become an integral member of the Defense STEM Education Consortium (DSEC), a collaborative partnership committed to enhancing STEM literacy and developing a technically proficient workforce to support national defense. BEST's initiatives, led by Ms. Harper, encompasses building collaborative partnerships, promoting experiential learning opportunities for students, and advocating professional development programs for educators. Ms. Harper has played a crucial role in launching the Prince George's County Regional Hub, a place-based center of excellence designed to advance STEM and DSEC priorities and facilitate meaningful career-connected learning pathways, bridging formal education with local workforce demands.

Her extensive experience also includes managing BEST's portfolio supporting education and workforce development initiatives for the Department of Defense Manufacturing Technology Program Office. With 34 years of federal government experience in human capital management, workforce development, and project management, Ms. Harper's expertise has been instrumental in driving the organization's mission forward.
